Bird netting is indiscriminate and causes immense suffering.

UPDATE: NORWICH CITY COUNCIL REJECTS BARCLAYS BIRD NETTING PROPOSAL

Thanks to over 6,500 of you signing this petition we have been informed by Norwich City Council that Barclays had their application to install bird netting rejected. A huge well done to Foundation for Feathered Friends and Advocacy for Pigeons for bringing this to our attention and for all their work too 🙂

Application Number: 25/01049/F Valid date of application: 25 September 2025 Decision date: 28 November 2025 Location: 5 – 7 Red Lion Street Norwich NR1 3QH Proposal: Bird netting. Reasons:

1. The application fails to demonstrate that the proposed method of bird deterrent would avoid harm to local wildlife or protected species. The proposal therefore poses an unacceptable risk to wildlife and does not accord with the requirements of local policies DM6 of the Development Management Policies 2014 or Policy 3 of the Greater Norwich Local Plan 2024 and paragraph 193 of the National Planning Policy Framework 2024.

2. The scale of the proposed development would cause visual harm to the character and appearance of the building as a locally identified heritage asset and the wider City Centre Conservation Area. There do not appear to be any public benefits associated with the scheme which would outweigh this harm.

The proposals therefore do not accord with local policies DM3 and DM9 of the Development Management Policies 2014 or paragraphs 210, 212 and 215 of the National Planning Policy Framework 2024.
